What was proposed?
This referendum staged the new bridge manager across Vara's five documented bridge token programs and sent the associated Ethereum governance message while returning the bridge pallet to a paused state.
Why it mattered
The batch reassigned minting and burning authority for tokenized VARA, WUSDT, WBTC, WUSDC and WETH to the new VFT manager and coordinated that change with the Ethereum bridge contracts.

Each of the five documented token programs received SetMinter and SetBurner messages naming 0x440e8faddaef7e9cc7230564fd062cd807d4a957d2dfe61da8638ee633d72f7f. The intermediate manager received VftManager.Upgrade with the same address. The Ethereum message targeted GovernanceAdmin 0x3681a3e25f5652389b8f52504d517e96352830c3, referenced MessageQueue 0x8e01fbf136ca97627ca241db9eff1dfe3f2195f6, and was submitted between pallet unpause and pause calls.
The batchAll dispatch succeeded at the Vara runtime level: ten token-authority messages, one manager-upgrade message, the bridge unpause, the Ethereum message submission and the final bridge pause were all dispatched atomically.
Atomically submit minter and burner updates for five bridge token programs, instruct 0xc97d76b9aa85ca7738ac2b9eb30756edb985abd93a65834438e751bd0a5237af to upgrade to 0x440e8faddaef7e9cc7230564fd062cd807d4a957d2dfe61da8638ee633d72f7f, temporarily unpause the bridge pallet to send an Ethereum governance message to 0x3681a3e25f5652389b8f52504d517e96352830c3, and re-pause the pallet.
Cross-chain delivery, destination-program processing and Ethereum finality remain separate from Vara governance dispatch unless independently verified.
