Proposal hash
A cryptographic identifier for encoded proposal content.
In plain language
Identical proposal hashes are strong evidence that two referenda carried the same encoded proposal.
Why it matters
It allows VoteVara to link rejected, timed-out or failed attempts with successful resubmissions.
