Proposal
The action or statement submitted for governance consideration.
In plain language
A proposal may contain an executable runtime call, a batch of calls or a text-only remark. Its prose can describe intent, but the encoded call controls what the chain can actually do.
Why it matters
The proposal's description and its executable effect are not always the same thing.
