system.remark

A call that records arbitrary bytes on-chain without commanding another system action.

In plain language

A remark can memorialize a statement, approval signal or test marker. It does not transfer funds or compel an off-chain organization.

Why it matters

Referendum #87 approved a recorded statement while Gear Foundation funded the grant separately.
