Confirmation that a destination-side Ethereum transaction is finalized under Ethereum's consensus rules.

It is separate from Vara finality and from Vara accepting a message for bridge delivery.
Why it matters
VoteVara should not say an Ethereum contract changed without destination transaction or state evidence.
