Validator
A network participant eligible to produce and finalize blocks when elected into the active set.
In plain language
Validators operate infrastructure, expose a commission policy and require election support. Registration alone does not guarantee election.
Why it matters
Governance can change active-set capacity without selecting a specific validator.
